Introduction:
Migrants and Refugees are often disproportionally affected by HIV. They face many barriers in accessing HIV care and services. As at 2020, the population of migrants in Nigeria amounts to 1.3 million. This study aims to determine the extent of inclusion of migrants and refuges in the most recent national strategic plan against HIV in Nigeria.
Methodology
A Review of the most recent Nigeria National Strategic Framework (2021 – 2025) was conducted to determine the extent to which migrants and refugees are included. The analysis utilized six principles derived from a prior study, aligning with pertinent rights outlined in the UNAIDS International Guidelines on HIV and Human Rights, serving as primary areas of focus.
Results: Migrants and Refugees were not included in the situational analysis of HIV in the country. The National Strategic Plan did not recognize migrants and refugees as key population or vulnerable populations. No specific policies or strategies were put in place to cover migrants and refugees in the context of HIV care and support. However, regional collaborations like the Lagos-Abidjan corridor project aimed at increasing access to HIV/AIDS care and treatment targeted the migrant population in its services.
Conclusion:
Migrant inclusion in the National Strategic Plan of Nigeria is slightly poor. In achieving the UNAIDS 95-95-95 target, inclusive policies and strategies reflecting migrants must be put in place. Regional collaborations like WAHO and the Lagos-Abidjan corridor project should be encouraged and accelerated.
