Description

Antibiotic resistance is considered by the world health organization to be a major health
problem worldwide with disastrous consequences. In 2019, 1.27 million deaths worldwide were
directly attributable to antibiotic resistance with an economic impact estimated in Senegal at
5.7 million euros. Based on this observation, the international community mobilized in the form
of a Tripartite partnership (WHO, WHOA, FAO) in the One Health context with a global action
plan in 201. In 2017, Senegal adopted of a One Health platform to ensure intersectorality in the
fight against antibiotic resistance. The objective of this study is to characterize the dynamics of
interactions of the actors involved in One Health governance of AMR in Senegal.
It is a qualitative was carried out by using the approach of analysis of the networks of actors or
called still “ policy network”. Thus, semi-structured interviews were carried out with 26
structures involved in the governance of AMR in Senegal. A sociometric questionnaire made it
possible to collect the data. Binary coding combined with the Likert scale (1 to 5) facilitated
statistical analyzes with two software, namely Gephi and R studio.
The governance of RAM is organized at four levels: international, regional, national and local.
The results show a low level of collaboration, an asymmetry of information and the growing
influence of technical and financial partners in the national governance of antibiotics, which
block the effective implementation of public policies. The lack of a common vision in the fight
against antibiotic resistance is slowing down policy momentum.
In short, the platform's exposure to funding from technical and financial partners makes the
design of national policies vulnerable and can cause tensions between stakeholders. It is
recommended to strengthen the governance framework, build mechanisms for cross-sector
collaboration; build a common vision, better involve stakeholders, guarantee sustainable
financing. One health public health policies in AMR deserve more stakeholder involvement
and lasting support to support governance.
